Try looking in her passport, the two year settlment visa is prove of her right to work and for a national insurance number, she does not have to have a job to apply for NI number

First, check in her passport. If it show 'no recourse to public funds' only. So, she can work. She need to has some evidents that she look for a job (at least 3 places).
Recruisment agents are a good place for job hunting, they will test her skills if she apply for an office position or she will has copy of registering. She also can ask a document from them (It can be a name card that has her name and and sign of a officer) Or just go to job centre pluse.
When interview, they will ask load of questions such as... why you want to work? how long have you been here? when you arrived to uk? what date? straight to uk or change flight somewhere else? what type of visa that you hold?
On the Interview appointment document will show what she need to bring and prepare. make a copy of those documents it will handy and save her waiting time.
After interview, then just wait for NI number which can be week or months. For me it took 2 months to get it.
Good luck Joon

When I took my wife Apple to the Jobcentre to apply for an NI number they told us that she needed to have job first. Is this right ? I have heard of others who have got their NI number First.

There is an easy way to provoke the procedure to get a NINO ... submit a claim for Tax Credits! Even if you will end up getting confirmation that nothing is actually payable to you. Tax Credits claims must be made jointly by a couple living together and each of the couple is meant to enter their NINO. However if no NINO has been issued, that procedure will be invoked before the claim for Tax Credits can be processed.

When my wife applied for her NI number (nearly 2 years ago now!)she was told by an employer she needed her NI number to get a job,and told by the jobcentre she needed a job to get her NI number. I spoke to someone on the phone regarding this and was told that if you have a piece of paper in your passport saying you can work then you can work, then you apply for your NI number with a letter from your employer or future employer when you start or started. You will get an interview date and asked some questions, and your nice plastic card comes within a few months (rather than weeks) David we were told the complete opposite to you,in regards to not needing a job in order to apply for a National Insurance number......

He finallyt got it once he had a job but I now advise anyone to apply for as many jobs as possible by post & email just to get the rejection letters.

the reply from John is the most effective direct way to start application of the NINO, you can as an alternative do what Kanchana did and apply to your local jobcentre plus who will arrange an interview for you, they will also request some form of id and proof of actively seeking employment just keep copies of applications sent as not every Co replies back good luck

My wife has her NI interview this week. She now has a job offer but the lady on the NI help number suggested we apply for as many jobs as possible whether relevent or not! I jokingly said I would go out and buy the next copy of the Sunday Times and get her to apply for all of the over 55k vacancies. She said that was fine as long as we got rejection letters!

Exactly why my husband was rejected the first time. The NI interview was fine but we were called a couple of weeks later by the processing office & told his application had been rejected for not having enough "proof" of looking for work!! Yet more UK beurocracy gone mad!!

What did I do with mine was applying for jobs at local county council with attatched self-addressed-stamped envelope. They all sent me acknowledgements which seemed to satisfy the NI officer.

The law does not require 'proof' - a national insurance number is an "entitlement" these silly hoops do really annoy me. It is as though this Agency wants to make up its own version of the law.

Your NI no. is not an entitlement,it is for people who contribute towards their National Insurance. If you are not working in any way shape or form then why would you require a National Insurance number if you are not contributing ? MY wife was told not to worry about getting her National Insurance number, the important thing was to get a job first(as long as it states in your visa/passport you can legally work)then it was a simple interview and form to fill in. It only becomes difficult and jumping through hoops if you are applying for your NI number without actually having a job and are at the stage of looking for a job!! This was told to me in a long conversation on the phone when applying for Kwan's NI number....
