My wife is in the UK on a Spouse Visa. Anybody know if we can claim to have tax on her UK savings without deduction of tax, ie using a UK tax allowance or doesnt she qualify for one

Yes - When Nong first came to England we claimed tax as gross with no charge for tax. Your bank/building society should be able to give you the appropriate inland revenue form.
