What message, if any, are you getting?

0066 08 940 ***** is not correct.
0066 8 940 ***** is the correct format.

Most 08 numbers are mobile numbers. If you're using a cheap call access number to make the call there may be a problem with that network, or there may be a problem with the mobile network in Thailand. If the former try another cheap call provider, or give it 30 minutes and try again.
