I need to get from the new airport to Pattaya, and also from the airport to Chonburi city which is about half way to Pattaya.
Any news on the best way to do this by bus, and if taxis are better what is the going rate for the fare?

Bus 389 goes from the airport to Pattaya according to the airport website.

The buses to pattaya(150 baht) go from the bus station which seems like its miles away from the terminal but accessible from the FREE shuttle bus stop outside the terminal(get the express shuttle bus) The bus stops are big tall things with illuminated yellow lettering. The bus I believe goes to the air con bus station(office is round the corner to the other bus company) at the north end of pattaya, you may be dissapointed as the buses are running every 2 hours. Maybe you could go to the departures entrance and see if you negotiate something with the minibus drivers returning. or see if you can find some other folks going the same way and share a taxi.

bus 9904 goes mochit-suvarnabhumi-chonburi and 9905 goes mochit-suvarnabhumi-pattaya. unfortunately, the THAI website contradicts this somewhat, so the situation might be somewhat fluid, with routes being adjusted according to demand!

New airport taxi charges are outrageous it used to cost me 500B to Bangkok now the same journey is 800B, the taxis complain about the tax they pay to enter the airport, so definitely take the bus to pattaya.
Bus Number 389 - Suvarnabhumi Airport - Pattaya. PS
it takes over 1 hour for bags to come Through the airport.

Confused The airport surchage is the same as it was at Don Muang. Depending on where you're going a metered taxi may be more or less expensive than before. Ours was more expensive as Bangsu is very close to Don Muang, but a long way from Suvarnabhumi, it was about 350baht plus a couple of tolls if I recall correctly.

Not for us it didn't. Our bags were circulating on the carousel before we cleared immigration. Shrug Like all airports, I guess the time it takes to clear immigration and for your bags to arrive depends on how many flights arrive at the same time.

The taxi is right at the bottom and is metered (plus 50baht surcharge) so it depends how far you're going!

We went to sukhumvit Road and it cost 500 baht

From memory we paid about 250 baht from the airport to Sukhumvit via Toll and about the same on return avoiding the toll, took about 30 minutes each way and the meter was used both times. Both cabs were properly metered, could your driver have tweaked his meter or took you a long way around?
