Giving it up would help avoid causing chaos to Bangkok's traffic during the beginning of a new school term, which is associated with heavy traffic congestion already.

I'm guessing that closing off the entire stretch of highway whatever the time of day or night just so a VIP of sorts can pass through isn't deemed an obstruction to people's lives.
