Minimum age for Thai ID is 7 years. As for the rest I have no idea.

Adults don't necessarily need a passport to fly domestic. I think children stopped flying on their parent's passports about 20 years ago?

For Domestic flights Identity card, government official identity card with photo or passport must be presented for adults. Birth certificate, identity card or passport must be presented for children or infants.

So, for a 5 year old, birth certificate or passport would be the answer.
